How Early Intervention works in Bergen County, New Jersey
New Jersey's Early Intervention System helps families with children from birth through age 2 who have developmental delays or disabilities. You do not need a formal diagnosis to get an evaluation. If your child is under 3 and you have concerns about their development, you can request an evaluation at no upfront cost. After the evaluation, if your child qualifies, services are provided with a sliding family cost share based on your income and family size. For many families the cost is very low or zero.
In Bergen County, Early Intervention services are coordinated through the New Jersey Department of Health, not through your local school district. That means the process is the same whether you live in Washington Township, Hackensack, or a small borough like Rockleigh. A service coordinator is assigned to your family, and they help arrange evaluations and develop an Individualized Family Service Plan (IFSP). Services can include speech therapy, occupational therapy, physical therapy, and ABA therapy for children with autism or developmental delays. Because Bergen County has 70 separate municipalities but is geographically compact (about 233 square miles), providers can travel to your home regardless of which town you live in. In-home teams are common, and every municipality in the county has ABA care within about 7 miles.
However, the fragmented nature of Bergen County means that the specific providers who serve your town may differ from those serving a family just a few miles away. Even though the Early Intervention system is state-run, the availability of therapists who accept your insurance and have capacity can vary by municipality. That is why knowing exactly which providers cover your town and take your insurance is critical.
What happens at age 3: the transition to your school district
When your child turns 3, responsibility for their special education services shifts from the Early Intervention System to your local public school district. This is a major change. In Bergen County, there are 59 separate school districts, each with its own procedures, timelines, and resources. The transition planning should begin at least 90 days before your child's third birthday. Your Early Intervention service coordinator will help start the process, but the school district will take over the evaluation and determine eligibility for preschool special education services under the Individuals with Disabilities Education Act (IDEA).
Unlike Early Intervention, where you do not need a diagnosis, the school district will conduct its own evaluation to determine if your child meets the criteria for a disability category. If your child qualifies, the district develops an Individualized Education Program (IEP). Services may include ABA therapy, but the school district determines what is appropriate and where services are delivered. Some districts have in-district preschool programs, others contract with private providers, and some may offer home-based services for a period. Because each of Bergen County's 59 districts operates independently, the experience can vary dramatically. A child in Bergenfield may have different options than a child in Closter or Teaneck.
This fragmentation means that generic advice about what happens after age 3 is often wrong for your specific town. You need to know your local district's policies and which providers they work with. Many families find that the ABA provider they used during Early Intervention can continue services if the school district approves it and the provider accepts the district's funding or your insurance.
